BVRI Board Meeting

November 22, 2003

ATTENDING BOARD MEMBERS:

__ Katherine to explore purchase price of a Polycom conference line for the conference room.

CALL TO ORDER:The meeting was called to order by President Dave Morley at 3:00pm in a joint presence.

* Minutes of 8/31/03 Meeting

MOTION: Wedgwood moved to approve minutes.
Seconded by Willard:
All members in favor. None opposed.

* Treasurer's Report

Brian Neth presented. We have about $19,000 in the bank.

MOTION: Grace moved to accept Treasurer’s Report.
Seconded by Willard.
All members in favor. None opposed

* Forest Management

Forester Don Stikkers presented a proposal to assess the condition of the forest in and around Bear Valley and make recommendations for a management program. His fee would be $1,600. He would present a preliminary report in March, then do his fieldwork when the snow melts and present a final report in July.

MOTION: Willard moved to approve Stikkers’ proposal for $1,600.
Seconded by Grace.
All members in favor. None opposed.

* Beach, Lake

Eric Jung reported that Bear Valley’s state Assemblyman Tim Leslie is willing to carry a bill for a waiver to allow swimming in Bear Lake. But he has asked us to help him find a Democratic co-author for the bill and to talk to the Sierra Club about support (or at least non-opposition). We will put something in the next newsletter, asking for help from the members for this.

Sue Garratt said Erin Sibley did a great job as our beach attendant this year. Sue feels that bringing water and sewer service to the beach should be a lower priority. She thinks we should work on erosion control between the trails next summer.

* Status of OHMVR Grants

Gary Willard reported that the new commissioner appointed by Gray Davis is an off road enthusiast.
Gary also noted that the Sierra Club has come out in favor of the grant request for Highway 4 grooming.
__ Gary Willard will provide copy of the letter.
Stanislaus National Forrest Grant status will be discussed at December 5th commission meeting.
A number of BV folks will go to the meeting to support grooming and law enforcement.
Jeff Sanford indicated that this winter we'll be funded for an OHV enforcement program. Summer law enforcement for OHV is not yet
secured. Jeff and the under sheriff will be at the commission meeting in December to support the grants.
Terry Woodrow provided an update re: Funding last year was $20K
This year we requested $16K and the funds were denied.
$60K for grooming (split b/w 108 and highway 4)
$6K for law enforcement
$4K for something else
No administrative money so grooming money would get hit for

Higher priority given to Education, Signage, etc. Per Terry Woodrow, brochures have been produced. They will be distributed by the Snowmobile rental shop, the sheriff, and they'll be available in town.

A lengthy discussion about snow mobile traffic around town. We cannot block the county roads. So far there hasn't been evidence of strong community support to prohibit snowmobiling in the community.

__ BVRI will consider moving the WINTER NEWSLETTER schedule up to get the brochures out to BVRI members as an attachment.

* Nominating Committee:

Jack Wedgewood will be contacting members whose terms are up this year:
Gloria, Nick, Ron, Jack, and Gary
Jack will also be looking for additional candidates to run.

* Fine Schedule

A revised fine schedule (as developed by Jim Blake) for CC&R violations was distributed for discussion.
An updated fine schedule will be distributed that has an increase in the unauthorized grading second and third offense.
This fine schedule will be broadly published by BVRI with a cover letter providing context and spirit in which the fine schedule is developed and enforced.

MOTION: Nick Grace moved that the fine schedule be approved with the increase noted in the unauthorized grading.
Seconded by: Brian Neth
All members in favor except one.

* Increased BVRI Dues

Dues haven't been increased since January of 2000.
Fire Prevention, Lake Restoration, Beach Upgrades, Community Donations (Scholarship, Search & Rescue, etc.).

MOTION: Gary Willard moved that we raise the dues to $80 effective January 2004.
Seconded by: Leslie Peterson
All members in favor. None opposed.

* 4th of July Picnic

Brian Neth will manage the picnic again this year. Bill Webb may assist.
Date: Sunday July 4th at 4:00pm on the Lake Beach.

Saturday, January 24, 2004, 4:00pm
