MINUTES BVRI BOARD MEETING NOVEMBER 22, 2008

CALL TO ORDER:
The meeting was called to order by board President Brian Neth at 4:02 pm in the Perry Walther Building in Bear Valley, California and via telephone conference bridge for those members unable to attend in person.

* Minutes of 10/18/08 Board Meeting as distributed by Eric Jung.
Minutes were approved by email and have been posted to the Website.

* Treasurer's Report: Jack Wedgwood
Jack Wedgwood reviewed the financial reports as distributed to the board in email. Discussion of report. Cash reserve is $24,000 of which $5,000 is from the year's income.

MOTION: Dave Morley moved to give $1000 to the BV Music Festival.
SECOND: Katherine Aitken-Young seconded the motion.
All members in favor.
None opposed.

MOTION: Jack Wedgwood moved we increase the dues to $100.
SECOND: Ron Rossi seconded the motion.
Discussion.
7 members in favor.
4 members opposed.

Discussion. Increase dues because we haven't done so in a very long time and because our cost of insurance and other expenses have all increased. In addition, conduct a broad membership drive to increase our membership base.

MOTION: Katherine Aitken-Young moved to accept the treasurer's report
SECOND: Ron Murphy seconded the motion.
All members in favor.
None opposed.

* BV Development Plans Status: Dave Morley
We have provided input on the EIR and we are awaiting response.

* Water District Report: Brian Neth
There have been many positive developments. The update in the Cub Reporter this month thoroughly covers this. Bill Perley will be the new (part time) Water District general manager.

* Bylaws
We agreed in principle to change the bylaws to enable email meetings.
Ron Rossi is going to come up with some wording to include in the bylaws.

* Newsletter: Jeff Gouveia
There was a request to include the nominating procedure for BVRI board members in our next newsletter.
Note: '09 Board Members with terms expiring Katherine, Paul, Brian, Gordon, Mitzi

Winter newsletter will go out early to mid-December to entire database.
Jeff asked for content from all board members heading committees.
Deadline for content to be determined by Jeff.

Election mailing will be a follow up mailing.

* ARC Report: Ron Murphy
Discussion: Boat Parking; Fees and considering an increase to cover our increased related expenses. Murphy to come back to the BoD with a suggested new ARC fee schedule at the next BoD meeting.

House for sale with pending unresolved ARC violation which was to be repainted per agreement with the owner. provision that the lien be placed immediately if the house goes into escrow.
MOTION: Ron Rossi moved that we give a 30 day notice to the owner regarding the paint violation. If no action is taken or if a contract is approved for the sale of the home prior to this 30 day period, then we will place a lien on the property.
SECONDED: Dave Morley seconded the motion.
All members in favor.
None opposed.
Eric Jung & Jeff Gouveia abstained.

* BVRI Document Retention: Jack Wedgwood
We have more than 15 years of documents in storage.
Plan: consult attorney for what docs we need to keep and for what time period.

* Snow Mobile Report: Gary Willard
Gary has been exploring the concept of electric snow mobiles.
Looking for grant money. Once grant money is in place then proposals will be accepted. Hope to have a demo snowmobile in Bear Valley by winter '09/10.
New Lake Alpine non-motorized snow park at Mt. Reba trailhead is moving forward and looking good for '10/'11 season.
There may be an OHV commission hearing in BV in March or April 2009.

* Forest Management, Fire and CC&R Inspection Update: Dave Morley
Plan to aggressively carry forward our inspections process.

* Beach Operations: Gloria English
We will need to order new sand this year.
Discussion of canoe storage container on beach for summer.
Discussion about getting water to the beach which will cost about $5K. Gloria and Paul are not in favor of pursuing this considering the cost. The board supports this position.

* 2009 Picnic Planning: Gloria English
The 4th of July is on a Saturday in 2009.
Eric to check with Search & Rescue on their picnic date so we can schedule ours.
Dinner will be at 5:00 as usual.
Jeff will head up the raffle donations again this year.

MOTION: Sue Garratt moved that we give $1000 to support the business association fireworks on New Year's eve.
SECONDED: Gloria English seconded the motion.
All members in favor.
None opposed.
