Motion: Katherine Aitken-Young made a motion to approve the minutes as distributed with the following edits: correct the spelling of Ann Porteus' name and make an addition to the minutes covering Bear Lake as follows: Any BVRI member with questions about the Bear Lake swimming policy should contact a BVRI Board Member. Barbara Goodrich seconded the motion. All members in favor. Gloria Dralla Abstained. None opposed. * Treasurer's Report Jack Wedgwood distributed financial reports in email with the following highlights noted: 1. Membership income to date is about 75% of last year. This is ahead of last year at this time. 2. The $1250 of beach repair and maintenance was to cut and remove dead trees. This really belonged to last year's expenses but the invoice was not received until recently. 3. The BVRI donation to the Music Festival has been made. 4. Insurance costs for this year have been paid. They look higher in comparison to last year because the policy date was moved from 1 July to 1 May, resulting in a 10 month policy year for the last fiscal year. * President's Report No report at this time. * Bylaws Update Deferred to next meeting. * Summer Picnic Jill Wegenstein reported the picnic is August 7, 2011 from 11-2. Lunch starting at 12:00pm. We are anticipating about 200 guests between homeowners and BVMF attendees. Price is planned to be $15/adult - on par with last year to cover catering costs. Music will be provided by the Music Festival. Musicians' attendance and their families will be underwritten by Bear Valley Music Festival. Motion: Barbara Goodrich made a motion that active Search and Rescue team members may attend the picnic free of charge. Second: Gloria Dralla seconded the motion All members in favor. None opposed. The board agreed to send an invitation out to active members of Search and Rescue to be sure they are aware they are invited-and sponsored. Jill noted we are collecting raffle items from board and community. * BV Water District Report Barbara Goodrich reported the NPDES draft has arrived and the comment period is open until June 24. The board agreed to send an email to the community to encourage their support of the draft that asks only for secondary treatment. There was brief discussion regarding the epic 2011 winter and its impact on BVWD operations. BVWD's ad hoc committee is continuing discussions with the development team. Next BVWD Board meeting is June 20. * LAWC Report Discussion of LAWC Ownership and current CPUC protest. Guest: Chuck Toeniskoetter provided a summary of the history of his relationship with the water company and with the Orvis family dating back to the middle 1980s. Guest: Paula Orvis provided a summary of the protest to the 50% transfer of ownership. Discussion. The comment period is over so BVRI will not be taking any position on this issue. * ARC Report ARC has approved a couple of minor items and a roof and siding replacement. Reviewing one new home request. * Beach Operations Report Paul reported that our beach attendant would like to do the job again this year-once there's beach to work on. The board agreed to offer Tom the position again. Discussion about adding beach sand. The cost to bring in new sand is about $1,000 - $1,500. Discussion of type of sand to ensure it's of a grade / quality that's safe for children to play in. Motion: Paul Petersen moved that we allocate up to $1,500 towards having sand delivered before August to the beach. If the access to the beach is delayed too far into the summer the board may decide to postpone this to next year. Second: Barbara Goodrich seconded the motion. All members in favor. None opposed. * Newsletter: Jeff The next issue is in progress. No further report at this time. * Report from the Board of Supervisors Monday 6/13 plows will do a deep "shave" on the roads and on the 20th they will do it again. Plan to fully plow the roads by end of the June. The Community Dumpster will be available the same weekend as the picnic. There will be a chipper program again this year. Terry will email the information about this to Jeff so it can go into the newsletter. Common area clearance will be done by available Cal Fire crews. * Old Business Discussion about publishing the BVRI membership list. Board agreed members would have to opt in so list would be incomplete.
