MINUTES BVRI SPECIAL BOARD MEETING NOVEMBER 15, 2009         

ATTENDING BOARD MEMBERS:

Dave Morley, Katherine Aitken-Young, Mitzi Nelson, Eric Jung, Sue Garratt, Ron Rossi, Paul Peterson, Jack Wedgwood, Ron Murphy, Gordon Ritter

GUESTS: Bill Betchart, Rick Stevens, Kathie Snyder

CALL TO ORDER:
The meeting was called to order by board President Dave Morley at 5:03 pm via telephone conference bridge.

Agenda:

* Water District Board Meeting 11/16.
* Position on special tax to pay for EMS services.

DISCUSSION OF WATER DISTRICT BOARD MEETING 11/16--Public Meeting at 1:00pm in the Perry Walther center in Bear Valley designed to provide information. This meeting is the first opportunity for the water district board to present current plans. Additional discussion of background and BVRI position for meeting.

MOTION: Eric Jung moved that the BVRI Board take a position at the water district board meeting on 11/16 as follows:

• We want more time for the Bear Valley water district to develop a clear plan and proposal.
• We want BVWD to sit down with the state and discuss items in the permit that need to be updated.
• We have faith in Julio Guerra's (the new BVWD general manager) technical abilities to support the development of a clear plan and proposal.
• We want Ken Landau (in particular) to understand that the community is ready to support the appropriate solution once that solution is clearly defined by the Bear Valley Water District.

SECOND: Ron Rossi seconded the motion.
All members in favor.
None opposed.

Ron Rossi (among other BVRI board members) will be in the meeting to present this BVRI position. This position may be augmented/updated by the content presented and discussed in the meeting. (Note: Last meeting of the current board. New water district board.)

MEETING AT THE BOARD OF SUPERVISORS FOR THE TAX FOR THE EMS FIRE PROTECTION SERVICES. Discussion. March 2nd vote of the registered voters.

MOTION: Eric Jung moved that BVRI support in concept the expansion of the assessment area as proposed, and support the continuing combined fire/EMS assessment tax--subject to review of the final numbers.

SECOND: Jack Wedgwood. seconded the motion.

All members in favor.
None opposed.

Dave Morley to write a letter to the Board of Supervisors indicating the BVRI Board's position on this assessment tax.
